    Greetings from a new guy to the forum.​
    California 2014

    Other than the " I just won't go there ". What are your plans to comply with the CARB emissions come 2014? I own an '03 Pete that's paid for and in mint condition but in 2014 I won't be allowed to enter the state. I actually enjoy going to Ca. from back east as it's 4 days of just "ridin'".
    I'm 59 and don't really want to buy a new truck just to pacify one state. I've owned this truck since new and have it just the way I like it.

    Welcome!

    I'm of the opinion that California will change their timelines on that stuff between now and then, just like they have with reefers and construction equipment. And that's if the courts even let them enforce that stuff on interstate carriers. I read somewhere they have an exemption for folks with three or less trucks, that might be something to look into.

    Please correct me if I'm wrong. ​

    As I understand it on 1/1/2014, all class 8 trucks entering or working in Ca. must meet 2007 emission standards or better, no exceptions.

    I thought they wouldn't get away with banning '04 and older trucks at the pier but they did.

    As far as the reefers go, I believe those emission standards are in full force now. All the units I've noticed (Ca.) have an ARB number on them certifying compliance.

    I hope you're right about some sort of "grace" period, but I very seldom see politicians encumbered by good sense.

    I'm not so good on the computer, but I'll try to look up the CARB mandates.

    Truck and Bus Regulation
    • Trucks and buses greater than 14,000 gross vehicle weight rating (GVWR), certain yard trucks with on-road or off-road certified engines, and certain diesel fueled shuttle vehicles of any GVWR (applies whether registered with the DMV or not). Out-of-state trucks and buses that operate in California are also subject to the regulation.
    • Includes any person, business, school district, tribal reservation, or federal government agency that owns, operates, leases or rents affected vehicles.
    • Fleets of three or fewer vehicles can take advantage of the small fleet provisions. All cleanup requirements for small fleets do not start until January 1, 2014, however, reporting requirements start in 2011. There is no fee for reporting.
    • More than three trucks: There are three compliance options available for large fleets. PM reduction requirements start in January 1, 2011 and vehicle engine replacement requirements to reduce NOx start in 2013.

    Transport Refrigeration Unit (TRU or Reefer)
    • Applies to in-use diesel-fueled TRUs and TRU generator sets that operate in California, whether they are registered in or outside the State. This includes all carriers that transport perishable goods using diesel-powered refrigeration systems on trucks, trailers, shipping containers, and railcars that operate in California.
    • California-based reefers are required to register with ARB by July 31, 2009. California terminal operators that operate TRUs must also submit Operator Reports by July 31, 2009. Enforcement of these requirements begins in August 2009.
    • The first deadline for in-use performance standards for 2001 and older engines was December 31, 2008. Model year 2002 engines must comply by December 31, 2009. Enforcement of both performance standards begins in January 2010. TRU owners will need to ensure compliance with these standards by December 31, 2009. Subsequent model year engines must comply by December 31st of the seventh year after the engine model year.
    The board is having a meeting Dec. 16/17 so I guess we'll see. Sorry to dwell on this so much but this crap has me a little freaked.

    You're not wrong. I'm just saying that they waffled on the reefer thing for a while, and they pushed back implementation on construction equipment for five years, which cost some equipment owners who retrofitted early a lot of money. Who knows what they'll do between now and 2014? There will be court challenges on whether or not California can interfere with interstate commerce like that between now and then too.

    I think the ports are a different story, they're not exactly private property, but they can discriminate who can and can't come onto their property on an individual basis. They could just as well not allow anyone with purple truck onto their property.

    Actually, 2 years 19 days, to be anal about it. Lets face it, an '03 truck that goes to Ca. won't be worth $.50 in 2013 if this mandate comes to fruition. IF, a new truck is imminent I want to be ahead of the rush, I'm just trying to get some ideas so I can make an informed decision.

    If you want to be compliant with what they're saying they're going to do, you can buy a newer truck or retrofit, you really have to choose between the two. If you're going to retrofit, I'd wait until closer to time, I bet there will be better solutions coming on the market as the deadline approaches. I don't think your truck will depreciate as much as you might think, it won't be worth much to someone that goes to California, but it will be worth plenty to someone who doesn't and is looking for a the very last of the pre-03 emissions trucks, especially a well-kept one owner truck like yours.

    For all you NON California truckers worried about coming into Cali with your non compliant trucks. Don't worry. That law is specified for trucks working the ports and inter-model terminals in Cali. You still be able roll your rigs into Cali and deliver freight.

    Our state is sooooooo broke (budget deficit $28B) if the state would try to enforce all trucks in Cali and ones that deliver from the outside, Cali would go insolvent quickly. So as the date gets closer ATA, OODIA and others will sue it and it will go on and on and on.

    Again don't worry it will change. Just in Oct, CARB extended the timeline and but the truck must be registered by CARB (it's only CA based trucks). Thats for 3 trucks or less. So, keep your trucks, come on out and enjoy our weather, jacked up roads, poor drivers, and poor air quality. Late.
