You also need to fill out a job application for yourself, do an employment check, have an annual DMV records review, give yourself a road test--some, not all of the items that must be maintained in your "driver qualification file." It's the same as if you go and work somewhere it just feels real stupid to fill out a job application on yourself. On the drug tests: you need the pre-employment drug screen and after that you need to be in a random pool for testing. Easily done by joining a consortium. You as a carrier also have to have a drug and alcoholic official policy and a designated person who administers it. Also easily accomplished with resources/materials supplied through consortium.
