Yes , a BOL is always needed. Never leave home without it.

You better make sure you have the proper authority to be hauling loads within a State.... Some let you use your MC-Some require a separate authority for intrastate moves

If you work for a common carrier how do you prove it's not interstate? If that's the case anyone can say I picked this junk up down the road and I'm just going to the next exit. There has to be a record of shipment even if it's handwritten on a piece of paper. They sell BOL blanks at the trucks stop. You should carry some for them rare runs. I think I've handwritten a BOL maybe 3-4 times.
If nothing else the shipper and receiver need their own form of records for their business. How do you pay without written proof of shipment? About the only scenario I could see is a company hauling their own stuff between their own properties in state.
The FMCSA rule but you still have to look if there any state rules for intrastate.
