After an hour's research, I don't believe that is correct. The IFTA manual says you need to keep records of all "motor fuel" purchased. In a separate publication, it defines "motor fuel" as
Thus diesel additive is taxable (but not tax-paid). -
I think what "IFTA" means is a "fuel" for the sole purpose of propelling a motor vehicle. Additives don't do that, a motor vehicle does not require additives to operate. They are more of a feel good insurance policy.

You could be right -- but could you run a diesel on straight howes? I suspect you could. Besides, for me it'll only be an extra ~$1.50 in taxes and going from 7.3mpg in Q3 to 8.1mpg in Q4, I'm more likely to be audited than average.
The 300 gallons I bought at the Seneca Hawk in NY hurt though -- that turned out to be an Indian reservation that does not collect NY state fuel tax... -

You may consider checking out the Penray branded antigel, winter power plus. Been using it 4 years now, no issues at all. 1 quart is under 6 bucks and treat up to 250 gallons.
