When you contact the company(ies) you want to lease to they will want to see copies of your title, 2290, insurance, plates/registration, CDL, Med Card, stuff like that. Then they run your background etc, and set up orientation.

I took my truck from one company I was leased to to another company's orientation, pretty smooth.

 

Meant to add that your local Dept Motor Vehicles can set you up with temporary plates/ registration to get around with til your company you are leasing to gets your plate/registration/cab card and IRP etc.

 

You'll need temp plates, easy enough to with your bill of sale at the MVD. You do a trip plan to the company's terminal for sign-in, you'll need temp trip and fuel permits for each state. The company will want you to sign a contract before they put their DOT and IFTA tags on your truck. I guess you do that first, I didn't. The recruiters will tell you a lot, but they won't be driving your truck.
Conway recruiter told me mostly good info, but I made a mistake. I believed them when they said "you have temp registration? You're good, just cruise on over." So I did. However, the Oklahoma DOT didn't agree, and wanted $150 to allow me on their highways. Live and learn, right? Best, Trucker.
PS: I hear your question about the highway use tax, 2290, but I don't have a quick answer. Ask your company? Maybe someone will post that information for you here.
