You gotta know how to use a PO box. On most of my mail going to my PO box I've listed the PO box number as an apartment number. Post office will still get my mail to my PO box whether it says PO Box, unit number, or apartment number.
Seems silly people can't work the system. I could have a new phony address in like a week. Three pieces of mail to said address for proof, sure no problem. I don't care what the hurdle is, just get it done. Reminds me of the Prime drivers section of the guys getting denied because they couldn't go get a simple affidavit proving their unemployment gaps. LOL.

Why didn't you talk to someone in your state that knows the process? Taking someone that works at a trucking firm or consulting agency out to lunch goes a long way

That's part of the problem no or companies out here mostly local oilfield companies that hire within the state

I talked to my state rep office once. I got called by a public liaison from Texas DPs liscense division in 48 hours guy really tried to help me.

I still think the problem is a combination of confusion and miscommunication. In twenty years of owning trucks I've never ran into issues getting my plates/registration. I've also never had to go register the truck and then get plates. It happens at the same time, in the same building.
I don't know how Louisiana does things, but in the two states I've lived in the only thing I dealt with the local dmv for was to title the vehicle, and permanent trailer plates. The actual truck registration/apportioned plate was through the irp office.
Are too absolutely sure your problem isn't due to bad information from a moron at your local dmv? -

nothing about the lease operator's address I can see. the R in IRP is registration. I don't know what you are trying to get "first", but you don't need it.

I think maybe some confusion as well. I tried to register a trailer in GA once but was a resident of Alaska. Well, after lots of me yelling and almost getting cuffed I was able to get through to them. I used the example of the owners of an out of state grocer (publix) who is headquartered in FL has trucks registered in GA! Finally the boss dissapeared and when she came back she apologized and everything was fine.
