    here is the scenario...

    truck is owned by my brother and at the moment the truck is just sitting. my cousin, who has been a company driver for about 8 yrs, is looking to go o/o with his own authority.

    question...

    can the truck, whose pink slip is in my brothers name, be used so my cousin can get everything involved (ins, 2290, ifta, irp, bit, etc.) to go o/o with own authority without changing the pink slip?

    Yes, it can. What will happen is your cousin will have the company, and the authority. Your brother will lease the truck onto your cousin's company.
