I do not have an idea about Ontario, but under the federal regs. I know of no rule or regulation that makes them illegal. Here's the steering reg.:
§393.209 Steering wheel systems.
(a) The steering wheel shall be secured and must not have any spokes cracked through or missing.
I'm like most of you, I had driver's tell me they are illegal but I have never been able to find a regulation that deals with it. Now each State or in the OP, Canadian territory may have their own law or regulation. The best advice I can give you is to contact the lead MCSAP Agency for Ontario and pose that question to them.
