I guess I should have been more specific. It's extremely hard to get wage garnishments here too, and may even differ from magistrate to magistrate within the state.(I know that my local magistrate judge is really hard on deadbeats)

Specifically what happens:

1) They repo the car.
2) They take you to court. (ie serve papers... after 90 days you get a court date anyway even if papers were not recieved).
3) They show the court that you signed a contract(your car loan) that legally binds you to the payment, including legal fees even after default.
4) The lender recieves judgment(usually about the full price of the car when legal fees are included).
5) Lender sells car(fair market value? or should I say unfair?).
6) The person that defaulted on the loan then MUST set up payments, usually very close to the full loan payoff, and they have NO car any more.
7) If loan defaulter still doesn't pay(yes it happens) then a judgement is aquired which can mean court ordered bank/savings/wage account garnishments.

I personally find it hard to believe ANY state would have in place, deadbeat protection from legal judgements, under binding contracts.

The loophole some use to get out of this is bankrupcy... yup, seen it happen a few times.

Operation Repo is a fake scripted show with actors. I wouldn't take it too seriously.

I thought nothing good would ever come out of Texas again after the Bushies. Then BOOM out of no where, no garnishments.

Straight Road

I once had a car that was 27 months behind in payments. I finally called the lender to come get it because I couldn't get it registered without the title, which the lender had. They had nothing in their files about the loan. I said, dig deeper, I'll call you back in 3 days. They found it finally. Another time, I called the lender to take the ex-ol-lady's car because she wouldn't make the payment and either would I. They said they wouldn't take it until 90 days late.
