What a "good" sound is is open for debate, just like the Beatles vs Rolling Stones. When you have a 2 watt carrier with 120 watt peak, it is overmodulating and is making a racket on all 40 channels, and then some. So that 120 watts he's showing on the meter isn't going where you want it, it's going all over the band. So it might sound "good" to someone's ears(and perception) on the channel you're talking on, but it's going to sound like absolute garbage on the other 39.

Is this still the case when the mod pot/limiter is left intact and functional?

If the radio is keying 2 watts and swinging 120, the limiter is irrelevant, it is, by definition, overmodulating.

He set the modulation under 100%. Did you all look at his videos?

Thanks Josh, Two friends and myself went and did a little testing. My radio is this one http://customcbradios.com/Cobra-Black-Chrome-Stealth-Radio-RFX-Version-P643685.aspx When I bought it I was told 2 watt DK and swings to 120. I made a bet with my local tech and on his bird it went 122, I won. The other two radios are a box stock 29 and a peaked/Tuned 979. There was a small amount of bleedover on both radios when parked next to each other. After aprox 100' the 29 picked up just faint static, Anything over that at one channel up or down showed nothing. The 979 was good to about one city block and again all bleedover was gone. So I must say you were right:biggrin_25514: but, Not to the extent you would have liked to be. On this radio the PA/CB switch is a 14 watt DK with unknown swing in the PA mode and 2 watt-120 on CB, The limiter is still intact and functional. I usually run the dynamic around 12:00 for good reports, Anything over that I am told it's a little loud. With the dynamic set on high there was a small difference but as I am guessing at distance it was not worth mentioning. Wow did we ever run this thread into the pickers! :biggrin_25524:
