It depends on what you want. I have no idea about a straight up CB radio, I only use 10 meter export rigs. My personal favorite after owning almost every Galaxy radio ever built is the Magnum S9 by RF Limited. Since they're kinda hard to get a hold of now, I'm thinking about buying another Galaxy, either the 94 or 98. Your question will get many opinions cause it's really a matter of what you want and what you like.

The "best CB you can buy" is the one that works.

Seriously you're asking a loaded question. Sort of like asking what the best car there is to buy.

If you are a new truck driver looking to get into your first radio, my picks are always the Cobra 25 or the Uniden PC 68. Both of these radios have everything you would need. Also both of these radios are FCC certified.

The 10 meter exports like porkchop mentioned, while can be considered a notch above a typical CB, are not legal to use as a CB........and if you're a newbie to the radio world, I'd steer clear of any 10 meter exports like Connex, Magnum, Stryker, Superstar, Galaxy radios with dual numbers (i.e. Galaxy 33, 44, 55, 66, 77, 94, 98....etc.) the triple digit Galxys (Galaxy 919, 929, 949, 959, etc. are ok) or any radio that has a "band" switch; such export radios can land you in trouble with the FCC if you end up going to a channel you think is quiet and no one is listening on. You gotta know what you're doing with an export radio.

So yeah in other words, get you a Cobra 25 or a Uniden PC 68. Or if you want a little physically bigger radio, a Cobra 29 or a Uniden PC 78 are also good radios.

Yep...loaded question...depends on what all your looking for the radio to do.

But just going basically by your question....Best basic New CB Radios around $100 would be:

    (IMO)

    Galaxy 919
Cobra 29LX.................hard to beat either of these as for as basic cb radios go...

Good point. Also, I only do local hauling and I don't have to worry about any type of checking of my truck or radio (if that's possible anywhere). But good point about knowing what you're doing with one. I repair radios and God knows the trouble people have simply because they turn the wrong knob or flip the wrong switch. And being a HAM, boy howdy what you hear on bands where people shouldn't be. I am just NOT a fan of Cobra or Uniden... nothing wrong with them though and they are good radios, if you want a simple radio without all the knobs and extra stuff... they're what you need to focus on.

I'd say just get a Cobra or Galaxy to start and either build it up some or just keep it till you get something else later.

I'm not sold on the alleged "10 meter" radios everyone's using. My worked over 29 can walk on most of them.

As someone pointed out, the question is almost like "What's the best truck to buy?" or, "How long is a piece of string?"
If money were no object, I'd go for either a Collins 32S-1 and 75S-3C with the auxiliary crystal packs to cover 11 meters, and a 30S-1 with an extra wafer put on the bandswitch and tap on the tap for the 4cx1000A tank.
An alternative for the transmitter would be an E.F. Johnson Ranger II; nice high level (plate) modulation, has 11 meters on the VFO already from the factory. The Pi output on the EFJ rigs will match up into a bedspring, but the Collins is more picky.
Don't forget the spare trailer to haul it and the gen set for the rig, though.
