im knew to this but seems like antenna ground and length are a big part....
-
most likely a grounding/bonding issue, you can do a continuity test between the antenna mount and the frame of the vehicle and the radio mount and the frame as well because all these equate to good or bad counterpoise which the antenna needs which is a false earth.
if the vehicle is mostly fiberglass then there may not be much help but a ground to the frame is essential in any case. -

depends on how picky he is and my instructions should improve the swr readings and stop any tx lobes or stop rejections or reflection that the antenna might experience.

The wison can be tuned by loosening the setscrew and adjusting the length. since you have thje same at both ends of the band... I would start by tuning for the lowest swr mid band (ch, 19) and proceed from there.

Does it really matter? Personally I never listened to the formula... If hi on one or low on the other... move it this way or that. Let's face it 2 is a perfectly acceptable number. But if I am performance tuning for the best possible SWR, I am going to try it longer and shorter. Since we are talking a hex head screw and a few seconds either way I would be willing to try a few different lengths before settling.

That was the point to my question, what is the swr on 19. It is pointless to make adjustments if you don't have a measurement for the starting point.

And pointing out how his setup would be pretty easy tom tune.
