Yes you have a good idea. but in reality, how many people are going to go along with it? A for effort. But I don't see it getting used the way you want. People are going to bust your balls for trying to force them to use a certain channel. This is a citizens band radio and all of the channels have open access for everyone. I two people who want to speak french on channel 19, they can. They will have to deal with the trolls who interrupt and talk smack about not speaking the proper language. We are not required to be licensed by the fcc to use this radio, therefore anarchy will rule the airwaves.

What I was and am looking for are, suggestions and or update(s) to make this chart as close as possible to what is actually happening NATIONALLY on cb radio today! And then to build around it. i.e. on Ch 6, Ch 12, Ch 19 etc.
Strangely enough, cb radio sales remain strong and are quite lucrative for some manufacturers and radio shops in certain geographical areas (see Houston Amateur Radio). Why should a new driver or foreign driver purchase a cb and wrongly assume that he or she is to be confined to ch 19 and its madness. There should be other channels assigned to foreigners for reporting bears, accidents, weather or for contacting their countrymen and women (who become aware of this "new" go to cb channel) for small talk or for assistance while traveling.
CB can and is similar to Amateur Radio (b.k.a. Ham Radio) in that is utilizes radio airwave frequencies and sun propagation (skip) to communicate. Ham Radio has dozens of active frequencies (kind of similar to the channels on cb) that are use in voice, data, morse code, microwave and digital contacts. Certain bands are set aside for certain communications by Gentlemens agreement.
The same can be done in cb radio by utilizing all of the channels and by making younger less seasoned drivers and our foreign guest who happen to be truck drivers (even four wheelers), feel more welcome and to have a go to channel when you see one of your countrymen/women driving the opposite direction to ask for cb reports in your native tongue! Or contacting a friend while you both are mobile heading in opposite directions. The Mexican drivers do this now (with some elaborate antennas and radios). Many Mexicans have their radios set up for long range contacts into Mexico, the Caribbean or South America.
Ask for help, give assistance, shout out, warning or help him or her to stay awake at night when nothing else works; and in your language!
As for being ridiculed; I am African American (please no comments on my preference) and believe me, when I got my first cb radio in 2004; I was called (and sometimes all day long!) every sort of N word, coon, or heard every lip joke that could be thought of and that for merely asking for a radio check or for directions. Did I become over sensitive (as today's US Male have become), no?
I sucked in the name calling and learned to return the verbal assaults with such deadly response;that many times, apologies were and still are the order of the day. Although such cb radio insults are less frequent now than at that time. In fact today, I frequently find myself having very stimulating and thought provoking conversations (with some smart truck drivers) covering topics such as politics, economics, social, theology and science, although some knuckle headed moron will occasionally try to interfere but is quickly chased away or quieted (the majority of this type are like a little children seeking attention).
So,
What is worse, the many negative comments (some have resulted in suicide or even to murder) you read on Twitter, Facebook or other social media? How about what one hears and see on HBO, Showtime, Sat TV or hear on Sirius XM radio? Many drivers will not use a CB but subscribe to one of these TV/ social media. Go Figure!
I do not think that Anarchy would rule the airwaves: It would more than likely be a lessor version of channel 19. Being much chatter at the truck stops during the evenings for the specific groups.
Thanks
