Are there any portable CB radios that I could set-up due to me not having a dedicated truck. Any easy or interchangeable setups out there? If so what would you suggest??

I would use a vise grip mount, the screw type doesn't last. As for the rest, what ever radio-ant. Set up you prefer.

Get a Cobra 25 or 29, or the Uniden equivalent, that would be a Uniden 68 or 76 I believe. Used ones are plentiful and cheap, but I always take a used one to my tech person and have them check it out. A new one is less than $100 bucks if you do a little shopping. You will have to find a radio shop to get good quality coax. You can buy the truck stop stuff but don't expect it to last very long. Slip seating I would probably just buy the coax from a truck stop or Radio Shack. Buy as long as you need. In a perfect world it shouldn't matter the length. Once you get this all installed, you should have your SWR checked to make sure your antenna match is good so you don't burn your radio up. CB shops will usually do this for nothing, but beware all CB shops are not ethical or competent. Ask around, a driver who has been at it a long time will probably have a meter and be able to check it for you. If you know of a CBer or Ham operator in your town, ask them to help you. I wouldn't be afraid to knock on their door and ask them if they mind checking your SWR for you. You might make a new friend and learn something in the process. If you are slip-seating in the same type vehicle, install it the same way every time and your SWR shouldn't change much. You can buy a inexpensive meter and check it every time if your anal like I am. :D Vise grips work but I like the mount listed below better. You tighten it down and it will stay, and it is more versatile. Way better than vise grips. As far as antennas; go with as long as you can and still be under 13'6".
