Go get your Amature Radio license, it is exactly what it is for, Smoke Signals are more dependable than CB radio -
You can use just about any radio to do what you want. But what you would need is a big amp to push the signal. Your base units should have as tall of an antenna as possible, and your mobiles should use 102" whips. If that isn't possible on your mobile units, all the research I've done has shown that the predator 10k is at 94% efficiency of a 102" whip. High quality cable would be a must if you use a high powered amp. Double shielded rg213 is about the best you can get. Just remember not to put tight bends in it. It will choke the signal.
Look up lip zipper amps. They are made by 440 Cb shop. 440 "as he goes by" will custom build you whatever you want. He is an electrical engineer and is top notch. Tell him what you are doing and he will be able to point you the right direction. Tell him Forrest sent you. You can find him on Facebook, or Google 440 Cb shop. -
Double shielded rg213 is an overkill, you're talking about HF freqs not UHF and won't ever see the losses no matter what.

A well tuned radio with a good antenna 30' pushup off the roof with a 5/8 wave antenna would work very well.
I stilll stand on my orginal suggestion, if your serious get a HAM license you can run more frequencies, repeaters ( hilltop radios), Mpre power on HF all increase your distance and reliability.
I can and do sit in my living room and talk to my son all over the lower states using repeaters and handheld radios on 2 watts.
