?? on swr meter

i recently purchased 2 new trucker 5000 ant. and an aries swr440 test meter and when i hooked up the meter to tune the ant. the swr needle would not move at all to set it or calibrate. the power meter does move when i transmit not speaking it would stay just under 4 and when i spoke it would go over 4. the radio is a uniden 78 that i got from bobs cb shop and he said it had the power tune-up. the mike is a rk56 any thoghts would be helpful if the meter is bad or i am doing something wrong.thanks

are you sure that the mic is working? or the input from the mic? does the needle move if you move the antenna?

oh!!!! i know what to do!! i think, i had a tweaked cobra which i had to check the swr with a steady tone.... i took a guitar tuner and let it "sing" a note, and that tells you the swr, you need to do that probably. then tune the antennaS with a steady tone going.
