It took years for locals to get one guy busted, but when the FCC raided him, they made him take a sledge to all his equipment in his driveway, then fined his butt some gawdawful amount.
Believe it or not, he's back in full power again. The only thing we could do locally was to get sideband radios and get far away from their frequencies.
I run a footwarmer when I NEED it to reach someone, but my stuff is tuned and clean (B class amps) and no one is bothered. I also don't talk much locally anymore, or on 19, because there's not much intelligent life left on the planet if you listen to CB's...!

I have heard about a guy over here who did the same thing, annoyed both the local CB and ham community, and got caught several times (especially when he used the air traffic control frequencies to have his chats). Confiscation of equipment didn't help, but in the end he actuallywent to jail for repeat offensesand received a lifetime ban on owning or operating radio transmission equipment (including CB). If caught breaking this ban he will go back to jail.

Down here if you even mention anything about their radios, you're in for a nightly blasting of splatter on or near any channels you frequent and many many interruptions. Not to mention being cussed out, and talked about like a dog for months. So I quit trying.
I'm sure it's like this many other places. OTOH, I've been to places where the youngster CB'ers were polite and interesting. One night in Beloit, a local told me how to pronounce their town name. He said just drop a brick in a toilet and it's like the sound that makes. Fun people, those yanks.

Beloit, Wisconsin?

This is the town that instigated PL105-621: the local enforcement law signed by Clinton in 2000. They had a LOT of trouble of renegade CBers, so they got their Congressman involved. What this did was to permit local government to enact ordinances against CB outlaws that interfered with entertainment, TVs and PA systems and even, with FCC's help. seize equipment. The ordinance must follow FCC regulations and cannot exceed those limits. Amateur and licensed services are exempt from local enforcement. All a state, county, or town has to do is to use the Federal Law and enact ordinances that will allow the local cops to intervene against illegal CBers using FCC's assistance. The only disadvantage is, it is easy to mistake amateur stations for CB setups and overzealous cops and governments might find themselves under a Federal suit if they seize amateur stations or try to enforce their ordinances against hams.

Can't the cops recognise a federal FCC licence? I have a copy of my (German) licence in my Land Rover (which normally is equipped with a 2m amateur radio and occasionaly with a HF ham radio additionally to the unmodified CB set), just in case (I don't like to carry the original of the licence around all the time because it will become dirty and illegible). The FCC should have shown the cops what a ham licence looks like.

You wouldn't find it so funny if the guys would repeatetely burn up your receiver input amplifier with their superstrong signal.

When you are operating several radio transceivers at higher power, even on different bands, in close proximity, you'll have to protect their receivers by using band filters or else the signal from one transceiver can destroy the other's receiver. There have quite a few ham transceivers been destroyed at ham field days, where several hams tried to go on the air at the same time and the antennas were close together.
Typically a receiver input stage is designed to deal with the microvolts and microamperes of a regular signal, but if you've got somebody nearby who transmits with 500W or more, there suddenly be voltages of 50 volts in the input stage, much more than it can handle.

Well, down here, they just use their big trailerpark radios instead of driving around and do plenty of disturbance in somewhere around ten-mile radiuses, using big old X-force boxes and the like.
The more dedicated ones have mobile shootouts. They put a guy up in the country with a recorder on his radio, two contestants (classed by how many pills they have) get about 30 feet apart and they use a drag racing tree to signal when to key down and to stop (so they don't burn the other's radio). They yell something like ONEONEONEONE or their Handle over and over and whoever is heard on the playback is the winner. Some of these guys dont' even TALK on CB's, they just build these rigs to compete. If you don't unkey and you burn out the other guy's finals, I believe you have to pay for the repairs or something like that.
I saw a Suburban (their favorite tank) with the director and stinger on top and SEVEN alternators under the hood...a gooberhatch full of batteries and amps in the back...I think he was doing 30k or so.
