Cb static issuses...

On my cb I was getting alot of static when my truck was on and some when it was turned off. How much static should be there? Also I could turn my antenna by rotating it at the base and get better reception at times but it doesn't keep the good reception once I start driving it gets worse again. the reason I ask is because I can hear people talking on almost every channel if I turn my antenna just the right way but then when I turn it and there is no static I don't hear anything on any channel. I just can't seem to get my cb to work properly

Some info that may or may not be needed.
My cb is run right the the battery no cig adapter
Antenna is a barjan fiberglass antenna
