Maybe a redefining of what a commercial vehicle is and the change for anything over 10k GVW or combination over 10K needs a CDL could mitigate some of these things.

I wonder how much of this increase is from companies hiring people without CDLs and putting in these trucks? What percentage of the accident drivers had CDLs, that would be the most interesting number.

A large percentage of medium duty trucks are local - landscapers , tow trucks , farmers .... Chrysler specs the Ram 5500 at 26,000 GVWR so buyers won't need a CDL driver . It's a big selling point .
Remember that big International pickup a few years back ? Had air brakes . GVWR 25,999

Not saying you are wrong but what years did international have that pickup, I have their sales books between 1979 and 1990 and never saw that, maybe I missed something.

The International CXT didn't come out until 2004 as a MY2005, here is an article I found that indeed states it had air brakes.

Thank you, I forgot about that one. It seems that one of my truck loaded gets better mileage than that.

The figures are always twisted and made to benefit the situation. You can make numbers sound good or bad.

I work for a small courier company that uses trucks with 26' boxes and air brakes. The trucks are plated at 26k and the company only requires a Chauffeur's license(which doesn't have an air brake endorsement), yet if a driver has a Class B he would need an air brake endorsement to drive the trucks.
About the main problem I've been seeing is one of the driver's who simply puts the truck in park but does not set the brakes. Makes me shake my head every time I get in the truck and the "BRAKES AREN'T SET" warning bell goes off.
