In the past month, I've seen three trailers that were plain white, and the only markings were names like 38MTE083 or something like that. Always 38 and then MTE and then the other three vary. That is posted on each side of the trailer, in very big letters, and that's all it says on the trailer.
These trailers are always being pulled by trucks from small companies I've never heard of. O/O's, perhaps?
Now, I live in Minnesota, but I'm driving all over the place, and the only times I've seen them are in Minnesota (Shakopee, Albert Lea, and Windom so far) and all recently.
Googling yields nothing.
What's going on here?

Carriers hauling liquor or cigarettes are very identifiable that way. The number is also painted on the roof.

I had one of those trailers but took the letters off,I don't want any black helicopters following me,they always crash trying to get under the bridges.

just wait til you see a convoy with a few unmarked vans and/or campers with a slew of antennas, in front of 1 to 3 tractors with absolutely no ID pulling shorter trailers with no markings, but if you look close US Govt plates, and then a few more vans with lotsa antennas. Your chances improve when you are along I-40 coming to or from Oak Ridge, TN.

I see those all the time out west, I-25, I-80 heading from Idaho, MT, ND, SD down to Las Cruces and WIPP or Cen. Texas. Words of caution, those tractors are armored, and dont' get too curious. Just pass them get the hell down the road. If you get too curious, you will find yourself the subject of more State Trooper attention than you ever want to be. In some areas they will also have a Blackhawk or Apache flying laps just ahead of the convoy. The convoy's are usually 1 pickup/van in the lead with all the paperwork (he'll stop at the scales to clear things), followed by a small RV covered with antenna, then 3 to 4 F-350's with odd looking toppers and armed gentlemen inside, then the semi's, followed by 2 to 3 pickups, then one or two more RV's. This convoy will be stretched out over about 6 miles of highway.
