hiring vs load trend

Since load availability went way down a couple of years ago, shipping rates have gone way down as well. Load availability is coming back up but shipping rates have more less stayed at the bottom. Hiring hasn't picked yet and probably won't till shipping rates come back up. Check this link out. Spot Market Load index is up 45% but truck index is at 0% for March vs February. Shipping rates have changed little and truck availability is in line with shipping rates. I'm guessing there will be more jobs when rates come back up, especially with fuel on the rise again.
