I remember about 20 years ago, a warehouse was hotter than heck. Osha, comes in and says, Hey you guys cant wear shorts in here!! All union shop. One union Stewart says, What are you nuts, Its freakin hotter than heck in here. Osha, says, it dont matter, you cant wear shorts in here. Union Stewart says, hey, the woman over there are wearing skirts? Osha, says, well, there WOMEN. Three days later, and very well orchestrated, all the guys came to work with SKIRTS ON.

you ever been working on a dock and maybe be moving a pallet and you feel something, but your pants are not ripped..only to find out later that a nail poked through your jeans and it still scratched you...??
i know i have, so the way i "see it' what difference does it make if the dock workers wear shorts or jeans..?? let the worker DECIDE what he wants to wear.
since many times steel toed boots are required, for protection from falling objects, that's a given....maybe if OSHA really wanted people to be safe on the docks, they would require steal lined pants (or a suit of amour as well...??..
