They are being passive aggressive. They have a responable expectation that they will not be verbally or physically confronted. Happens all the time here is NC and VA. I was stationed in Hawaii for 14 years and quickly learned that if you just give the person a little room to merge, the line of traffic will keep on moving. When I do it here, guess what...traffic keeps moving. Of course there is always some ***bag that has to shove his/her way in and add to the log jam.
