I am also confused by this. Altho I am still a rookie I have already heard trainers in disagreement about it. As I understand it wet roads is a no no for jake brakes, altho the way it was explained to me in training was being an engine brake. If it only effects wheel speed by cutting some engine power wouldnt (in theory) it be safer to use than to actually brake? Like I said I know from more experienced drivers that we shouldnt use it but I still dont fully understand why. So hopefully someone can answer your question.

Here is what they told us in truckdriving school, and the military driving course..The engine brake helps slow down the tractor,so there is a possability that the trailer would jack knife because of the momentum it would have cause the tractor is slowing down faster then the trailer...

If you want to see it get real busy in the cab of your truck flip that jake on going off snow covered lookout pass. When the engine stops cause the drive wheels locked up on the snow it gets real quiet and there's no power steering. Trying to get the engine restarted and find a gear aint all the fun it's cracked up to be. Another think don't use cruise on wet roads when empty or lightly loaded. That can make for some more fun times

How in the heck is the engine brake going to stall the engine?

It'll shut the engine down cause the drive axles are gonna stop moving cause they are sliding and the engine will bog and stall out. Unless of course you push the clutch intime before the truck dies

I'm pretty sure that the engine brake will shut off before the engine stalls, like you can't use the engine brake below XXXX rpms anyway, it just shuts off.
