Angry Help! Trucking school to busy for practice time

Does anyone out there have any suggestions for my hubby? He has finished trucking school and has now even had to get a new permit the other one was gong to expire. The problem being they have not given time for practice to pass the CDL test. He was able to get funding by WIA and passed the schooling but has had trouble with the manuevers on the test.
School says now another new group of 30 have sign up and again he has to wait. This will be the 2nd class that has started while he is waiting. They are to supply the truck for the test. Also have him in a days for practice.
It is a wonder he even has gotten as far as he has. He was told me the first instuctor he had when they were first in the cabs, sat up in the bleachers and told the guys to figure it out themselves!
He is thinking of just given this up and going with a company that will train and no experience. The problem we went through all the WIA stuff so he wouldn't be owing one company for all of it.
He does need to find something soon. What do you suggest are the best company to go to that trains and you earn money while in training?
