I have a 48ft Chaparrel Flatbed 2001. It has a 10'2" spread and the issue is on the drivers side.. Front axel.. That set of duels will lock up while Im coming to a stop. All the other wheels will be spinning as I slow but that one set will be locked up...
Mechanics replaced a leveler valve and the same problem happened next trip out. Then they removed, took apart and cleaned out the ABS valve. The problem seemed to go away for a few trips then came back again as I was slowing for a red light. Once it starts happening then it happens at almost every stop.. Usually about 10 mph or so.. Also if its necessary to slow quickly that same tire will lock up at higher speeds... Anyone have any idea what could cause this??? Brakes have been adjusted 3 times since early December but the issue continues...

All has been checked and re adjusted. But the problem keeps occurring.

Brake chamber the same as the rest? I had that problem, turned out I had one short stroke and 3 long stroke chambers. Swapped it and not a problem since.

New brake spring kit fixed my problem like yours.

Having this exact problem with my company 53 spread drop deck. Clambered underneath to find 3 completely different types of brake canisters. Imagining this is my issue. Happy accident, not a real issue (she just passed a level 1 about 4 hours ago) but it's pretty aggravating deadheading in icy weather.

two things, #1 you could have a slight oil leak at the wheel seal, pull that wheel and check for oil saturation on the brakes. #2 out of round drum, if there is no oil on the brakes, throw a new drum on. I bet it's one of the two.

Cam bushings, other components in the brake system...

I was having same issue. The anchor pin on my axles were not replaceable. This is the point were the brake shoes rest and pivot. My brake shoes would wobble inside drum and wedge in the drum. So I had to change both axles.

If all the above checks out, maybe the air lines are shorter on that wheel?
