Sounds to me like you would be better off with a travelling axle Landoll, unless you can find a short neck 53' stepdeck.

Or a sliding Stepdeck. They are made to extend the lower bed. They could easily extend to accommodate your rail car. Good Luck

 

5 feet high. It would be too tall. Anything over 8.5 feet high gets to be difficult.

 

You could get any 53' step to haul that. Most are 40-42" tall on the lower. If you get a spread axle they should not have a problem with weight distribution. My step is only 36" high on the lower deck. You also need to figure how to get it up on to the trailer. If you dont have a good way to get it up there, or it cant go up 16' of ramps, you should look for the type of trailer Kansas posted a pick of.

 

10' 1/4" and you haven't added any dunnage.

 

My step would carry it Height is no problem. Weight depends on how heavy it is. I sit 36" off ground. But my lower deck is 38' long. Your car would over hang about 7-8'. I would have no problem transporting it. IF the integrity of the car can handle it.
OP why is overheight a problem. Just a matter of getting permits. Or is your building door opening limit the height. Legal high in Texas is 14' plenty room for dunnage under car. IS the rail car body going to be loaded with or without its cars.
Easy to load rail car. Use a crane and sling it. No different than loading a bulk round storage tank. Good luck.

 

What's the weight? Only railcars I've seen trucked are on extendable double drops and are heavy enough to warrant extra axles.

This one is a little longer and shorter but a 5th wheel plate and a dolly is what we use. You will be right around 14-15 feet.

 

I see your location is Dallas. If that's the area where your needing to move this car we have extendable step decks and RGN's at our DFW terminal location that can handle the length, height and weight unless it's built from lead.
