Yes they go under the panels, most users of side kits are exclusive to steel and there for use chain pockets, or j-hooks with chains inside the kit.

They can go under the panels.

I dont haul a lot of tarped loads but sometime i haul machinery that got a lot of edges and uneven surfaces and its a pain to tarp.do j hooks work on a 2014 dorsey with aluminum floor?
I didn't think that was a stupid question. Honestly, I don't know, but hardly ever pulled a flatbed. Someone told me once, when in doubt, observe how other trucks like yours do it. Never be afraid to ask a question. Better to ask, than screw up.
You know how it is in this forum, some guys just like put down their fellow driver down so i called it stupid to save them the trouble of calling me that. -
You can put a rubber strip at lower edge of panel that will lay flat when straps are not used then when strap lifts up side panel when straps are tighten up rubber will fill gap.

Using a covered wagon really limits your freight to just steel. If you want to haul regular flatbed freight without tarping then you need a conestoga.
