I have an 01 Century with a Detroit S60. The Breather tube when at a stop looks like a couple old guys smokin on a bunch of Cubans. My mechanic says that it is blow by on the rings and that I need an in-frame overhaul done. But I have also read that blow by and smoke coming out of the breather is relatively normal on the Detroits. I barely use any oil in the crank case. I use more in the power steering than the engine. Luckily I am slowing down the power steering leak. Just a couple more hoses to check out and possibly replace. So, in short, is it bad and I need to get it fixed immediately? Or is it normal and just watch my oil consumption. Thank you in advance for your advise.

detroit shop do a splatter test on the blow by tube it appears some splatter is ok.

I have 2001 century with s60 has had same smoke for the 7 yrs I've had it. Detroit dealer @ home says s60 do that.

Smoke out of the blow-by tube is relatively common on older series 60's. They do that. If you're not using oil, you certainly don't need an inframe yet - however as the miles go up on any engine your chances of having something major break also go up. You migh want to start doing oil analysis from a quality lab (not one of the benchtop deals at the oil-change emporium) to keep an eye on wear metals. A jump in those results can give you some warning of a major event inside the engine before it catches you in a bad spot in BFE.
My bet is that the mechanic's money is lacking this month, and he needs some business. -
I change my oil every 15k and use only Rotela.

The 2 times Ive used Rotela in my S60, ive had that along with the "burnt" smell -
I generally use Delvac which is what detroit recomends for S60. I agree with ironpony any owner should be doing oil analysis @ least every other oil change under normal change cycles (12-15,000 miles) every time if doing longer change cycles. Also a good dyno can tell you more about blowby it's percentage as well as how engine doing.
