First off, scales almost never give over weight tickets for steers being over unless they are way over. Make sure your 5th is all the way back. Look at the inflation tables for you steers (should be available online) and make sure they are inflated enough for 13000 or so to give a little extra room.

That being said, this is a common problem among large raised roof sleeper trucks. the pete 387 does the same thing. key it just keep the 5th back as far as you can. that's all you can really do.

We drive a 2012 Cascadia and it is the same way... We just make sure our drives and trailer isn't over 34000 and we are t over GVW... Been driving it two years now 440K miles (rolled it out with a grand total of 16 miles on it)... No questions or comment at any scales (so far) ...

I dont know why yours is that way I have a 2013 with the dd15 70 inch highrise and no troubles with the steer weight usually at around 11500 with the 5th all the way back with full tanks grossing 76-78k

My guess is the 5th wheel is too far ahead. Its all mathematics and leverage. If you are constantly heavy on the steer when you aren't over on the drives, the 5th wheel is too close to the steer axle. By moving the 5th wheel back, you'll transfer more of that weight to the drives and off of the steer axle.

I am in a Lightweight Cascadia
When loaded never have anything lower than 12200
Typically run 12300 with half tank
Have been as heavy as 12750 on full tank
5th wheel is plated cannot move it back
    Always run over scales 12300 - 12500
    Never questioned
    Have apu exemption also

Sounds like your 5th wheel slides were set too far ahead on the frame when they rigged it up.
