If you have heat while moving it's because air is flowing naturally through the cabin air intake.
Does the blower fan work? -

Blows but no air comes out?
Or blows but cold air comes out? -
Blows with cold air coming out

The hot air you feel while moving, is it less volume (not temp) than it used to be? Or just as much as before?
-
Pretty much the same

I think the door that controls the hot/ cold air at the heater core is not being controlled properly. Either your dashboard knob is no longer controlling the flap or the air cylinder at the flap is not responding or the flap is stuck.
datfire Thanks this. -
could your thermostat be failing. That allows your coolant to circulate before it is heated up at idle. But while running your coolant heats.

How can I check it out
