Yes, usually the PTO is engaged only when parked. Sometimes it is a knob on the floor. They are usually air powered, so with the engine off and toggle the switch the air pressure might change if connected that way. Only a guess on the switch. Most of the PTO's I have run were on the floor (pull to activate). You disengage the clutch with engine running to lock it in. Push it in and it should just walk out with out a declutch.

The pto functions properly, you cannot raise the rpm's when parked(pto mode for cruise control operation) cruise control only works while driving not parked

There should be a function in the ECM that enables the pto,it may be turned off.

cruise does not work with the brakes off, I know the problem is in the ecm, driver says that pto mode stopped working when shop set road speed and cruise speed back to 65, my problem is getting into the ecm. Its not our laptop and software because it works on other freightliners and detroits, what I need is some info on the wiring of the j1708. have power and ground but on the twisted pair what should I have, does the twisted pair run directly to the ecm, are there any fuses in this thing that im missing only has breakers and relays behind panel at cup holder and one fuse at batteries. also has a QUALCOMM which I disconnected to make sure that wasn't the issue. the tach did not work either but that was repaired by fixing the harness at the passenger side of the engine block it had rubbed through the harness and damaged three wires- thought that was going to fix everything.
