There is a spring loaded disc inside the shutdown solenoid. It may stuck closed. Either take the solenoid right off and see, or give it a few taps with a small hammer and try to start it.

Ok i will check that out. I have been busy working on some other stuff and have not had time to drag it in the shop. This next week i am going to drag it in and i will check the solenoid out and the gear in the front of fuel pump. I will post back and let yall know. I have run into another problem with another truck that yall might know about. The air dryer on my 92 international is leaking on the bottom so i ordered a new one. The new one is fat and has a eletric plug on it. The original one on the truck is small and no electric plug. They told me i have to wire it and replum all the pipes to it. Is this true or can i find a original one.. Thanks for all your help.
