I have an 07 9400i.435 hp,turned to 500 hp.while parked I can push throttle to the floor and only goes to 1500.i know that's normal.the problem is,after a few seconds the speedometer will jump up to 5 to 20 mph and the motor will rev to 2100.i know its only reving to 2100 because the speedo is reading like its going down the road.all perameters are open.no safety features enabled in the ecm.while going down the road sometimes it will pull out to 2000 rpms.but most of the time it stops between 1550 and 1800.then flatline like its being restricted.also I can not set the idol up while parked.hope someone can help.thanks........

i am assuming this truck has a Cummins engine in it, it sounds like the load based speed control is turned on and there is also a setting for max RPM with no vehicle speed, which is under the category "vehicle speed source"

because I am trying to find out why the speedometer is rising while parked.the only way to test the problem is to push the throttle.does not matterif I push it to the floor or just ease it down a little.the speedo jumps and the rpms go past the 1500 mark.

Could try adjusting the vehicle speed sensor anti tampering sensitivity level in the ecm
