I am hoping to get some info on this code. Its a 2012 IH truck with a 13 maxforce engine (unfortunatly). The code I have is egr low flow rate detected fmi 21, spn 2659 and the occurance numbers is 52 so it isnt just a one time fault. My question is what are the possible problems causing this code and how would one start diagnosing it. I am a municipal mechanic and we are starting to get alot of the maxforce engines because they are the cheapest and we get equipment at lowest tender. The code was retrieved using snap-ons newest prolink scanner. Any info is greatly appreciated.

Basically this code is generated because the ECM is sensing too little flow of EGR gases through the cooler. There is no actual flow sensor, but the ECM is able to calculate the flow rate through other sensors. The flow rate is too low because the cooler is plugged. The cooler becomes plugged from excessive idle and/or stop and go operation, or coolant leakage. There is always soot present in the exhaust. The soot will mix with leaking coolant to form sludge that turns into hard carbon packing and blocks the passages. If you remove the end plate of the egr cooler at the front and the two smaller pipes that lead to the intake you will see the end of the low temp side cooler core. You will see it plugged. If there is any trace of coolant you know there is a leak too, probably in the high temp side. The egr cooler is actually two coolers in one housing. Low side cooler at the front and high temp cooler at the back. The high temp coolers are 100% failure rate around 2500 hours/200K miles for leaking coolant into the exhaust. There are new repair procedures for them now where only the actual cores are replaced, not the complete cooler.

Thanks heavyd this unit is a municipal snow plow so it is probly not helping our situation that when plowing our trucks are running at maximum 60km/hr and depending on the operator could be lugging if they don't keep revs up around 1500-1700. At least I have a starting point. Thanks again.

The code is actually for undercooling, or intake air temp is hotter than expected. Check your air to air for any obstructions or being dirty.

    Jayeci_JC and QUALITYTRUCK Thank this.

Also there is a small heat exchanger below the A/C condenser it is a cooler for the egr cooler. They become plugged and cause egr coolers to fail. Seen several of them fail. Takes out egr cooler.

I am hoping to get help, I have code SPN: 2659 FMI: 21, I did take it to International Mechanics and they said it was my EGR Cooler, I did replaced it...truck worked for a few months, later same code appeared, took it back to International Mechanics and they said it was my EGR Cooler again, I got it replaced again, the two times that it got replaced I was not charged for labor nor for parts...30,000 miles later same code appeared, I have not taken the truck to International: I just do not know what to do?

Your engine is running excessively dirty, more soot than normal. They need to check for proper air management operation and performance specs by doing air management and performance snapshot testing.
