I don't know if these lights are required or not, but it's factory installed so is this a grey area? Can I remove the lights or install new mirrors without lights?

No, they are not DOT required, you can remove them or install mirrors without them, BUT, if they are there they must work. DOT is not supposed to give you a ticket for lights other than the required ones but I have had them do it to me before, I drive a car hauler with a lot of extra marker lights on it (not my choice, came from the factory that way).

I know if lights don't work they can be written up.

i just was wondering because it's a factory installed light that it had to be there

im just going to take them off and put a sticker over the holes.

Mirror lights are not required, but if they are installed they have to work. You can remove them if you want. You can be ticketed any time for any light that is mounted and not working. If you have 1000 chicken lights and one is not working, you can get a ticket!
