2008 International Durastar cruise not working

I have a 2008 International Durastar 4300. The cruise is not working as well as any steering wheel functions. (air horn) I have checked for cruise/horn fuses but there isn't any. Any advice?

The clock spring is the likely culprit in the steering column under the steering wheel.
