Both mirrors or just one? It's almost always the mirror itself that causes problems with my '98 T800. Seems like I have to replace a mirror every year. I check them with an infra red thermometer. When they are working good they approach 100 degrees.

The way you describe the solenoid well actually it's a relay is bad. The clicking you hear it's energizing the relay but the contacts are burnt/wore. Check the output at the relay. The relay should have a little pin number diagram on it.

Pin 30 is the battery hot and when the relay energizes it continues on out pin 87 to the mirrors. Check pin 87 with the switch on and check pin 30 and report back

Pin 86 is ground, pin 85 goes to the switch.
