classic textbook problem... 100% chance it's a bad resister block.
remove and replace.

Have a couple more dumb ?'s, the actuator in the box does not move on any setting? Also the bi level does not come on on dash? Most be a louver under the dash as well? Is there also a fan under the dash? Also am going to take the dash apart & don't want to short anything out, is it ok to unhook the batteries? Thanks Bill

I am not familiar with truck HVAC other than a/c component repair; I am unfamiliar with HVAC design and therefore cannot offer a solution.
Just a shot in the dark though.. it's possible your HVAC assembly actuators could be vacuum operated in which case I would look for a vacuum leak.
In the automotive world, on post 1995 vehicles I could hook up a scan tool with bi-directional communication and command the various blend doors to actuate. If no response, replace actuator.
Need a truck mechanic to help you out on this. -
Ok, thanks, will keep trying, now I got into the dash & find it cracked around the valves, pretty flimsy dash
