I own a Kenworth T600 & recently rebuilt the steering box, power steering pump. It made it hard & easy to turn the wheel left & right with the wheels off the ground. I was wondering if someone could tell me why it is hard & easy to turn the wheels and how I could fix the problem.

you have me a bit confused, is it hard to turn the wheels or is it easy to turn the wheels. how does it turn with the wheels on the ground?

Did you replace the P/S filter inside the canister that holds fluid? Return the steering box to shop that did rebuild and have them fix the parts that are not put in place right inside your steering box

It sounds like you still have air in the system or did not set the box correctly when you installed it. After you have filled the power steering pump and the box, with the wheels off the ground and starting with them centered and the engine off, you need to turn the box all the way left to the stop, hold it for 1-2 seconds, then all the way to the right, again hold it for 1-2 seconds, repeat this for three or four times. Then start your engine, repeat the lock to lock 3 or 4 more times, then there should be a little plug on the top of the box to loosen and let the air bleed out of the system. tighten the bleeder and repeat if it feels like there is still air in the system. The rebuilt box should have come with the setup and bleeding instructions. If you tried this with the wheels on the ground or did not go lock to lock first with the engine off, you may have dislodged the internal check valve in the steering box which may void the remanufacturers warranty, hopefully this is not the case.

Defiantly sounds like air in the line/box.

If the "hard and easy" spots are the reason you rebuilt the steering box and pump in the first place I would check the U-joints in the steering shaft.
