I've seen 2 of these trucks in last 2 days.one in las vegas leaving Pepsi and this one in the picture below at the TA in Coachella Ca...
I'm not quite certain precisely what the laws are but I'm thinking that's suspicious since it looks like they might be attempting to circumvent the border regs with having a Mexico truck disguised as a us based truck...only time will tell I guess...

Saw one over thanksgiving just outside Columbia, sc. Moved over to let him on 26 as he was steady coming, never looked and never let up down the ramp even though he didn't have a hole to get in until I stuffed it into the left lane. Then the moron hung me out there in thanksgiving traffic and wouldn't let me back over.

did you happen to read the name on the door of the truck? -
Transportes de Mexico on the one I saw right under the tricolor logo on the door. In very small lettering on the sleeper it says 'leased to knight transportation'
a search on them doesn't turn up much other than they appear to be a Mexican based company running craigslist ads in Spanish for drivers all over the southwest -
it says operated by Knight transportation on the side
