Bush gives pocket veto to defense bill

CRAWFORD, Texas - President Bush on Friday headed toward a constitutional confrontation with Congress over his effort to reject a sweeping defense bill.
Bush announced he would scuttle the bill with a "pocket veto" — essentially, letting the bill die without his signature 10 days after he received it, or the end of Dec. 31.
But that can happen only when Congress is not in session; otherwise, the bill becomes law without a formal veto in 10 days. And the Senate maintains it is in session because it has held brief — sometimes only seconds long — meetings every two or three days with only one senator present.
The White House's view is that Congress has adjourned.
It was unclear how the executive and legislative branches would determine whether, in fact, Bush's lack of signature would amount to vetoing the bill or turning it into law.
"My withholding of approval from the bill precludes its becoming law," Bush said in a statement of disapproval sent to Congress.
The president said he was sending the bill and his outline of objections to the House clerk "to avoid unnecessary litigation about the non-enactment of the bill that results from my withholding approval, and to leave no doubt that the bill is being vetoed."

This is the bill Bush has been wanting congress to hurry up and pass. It includes a 3.5% pay increase for the troops. But who cares right?

He has already veto'd one pay raise for the troops. LOL, I get a kick out of the Bush supporters who still support him.
Betcha, there will be NEOCONS blaming the democrats on this.

That bill, Bush already signed. It's now law. I hope it was as good for you as it was for him.

Lets see how Repubs bend the rules on this. Congress never adjourned, but why should that stop Bush???? those pesky rules...

Thats right. Congress, though not many show up, still opnes for business. Even for only minutes at a time. But still. Show up.

Does anyone agree that Bush should veto a pay raise for the troops? Especially when private contractor employees are making more than double what the soldiers are making?

Do you really think anyone is against a pay raise for the troops?

I don't know what his reasons were for vetoing the troops pay raise. And I don't care. The troops should get a pay raise.

I need medication? Thats inuslting to tell me that. Just because I believe the troops should get a pay raise.... Who's side are you on? Bush's, or the troops. There is obviously two sides to this. Your either for a pay raise, or your for Bush.
