If you tried a new mic then either mic socket has a broken wire or final is blown.

Well, it seems to be working great but refresh my memory, if your down south running east and west its channel 18 and everywhere else is 19 ive been running 19 the whole time?

Channel 19 is the trucker's channel in most areas of the country. However, on the West Coast, channel 17 is occasionally used in some areas. In California, for instance, channel 19 is used on the north-south roads, and channel 17 is used on the east-west roads. This is frequently confused, though, so check both channels.

There is a switch inside the microphone that allows the radio to receive. 10 meter radios generally receive regardless of whether the microphone is plugged in or not so they don't have the same problem but Cobra 29 and Uniden radios require a microphone with a switching circuit that connects when you unkey the microphone in order to be able to listen

They run channel 15 running north and south between Lake Castaic and route 46 as well as the surrounding Bakersfield area also

First, Francis antenna is not pretuned. It is a broad band antenna. That does not make it a bad antenna; quite the contrary, it is a pretty good antenna. Francis antenna is not a good choice if anyone is running a lot of power ie. an amplifier. No amplifier - No problem.
.
.Absolutely check the setup using an external SWR meter. If the SWR reading is above 1.5 , tuning the antenna is indicated.
.
.If the SWR reading is 3 or higher, do not use the radio. You most likely have an antenna ground plane problem. Search this forum for "antenna ground plane" for more detailed information.
