I'm not sure if we can bring proof from this. Estes may be based in VA, but they have 500 trucks domeciled in CA, which means terminals for CARB to inspect, and they are most likely base plated in CA.

Still, until such time I know for certain I will not be ticketed for driving a non-compliant truck there, I wont do it.

Seems to me CARB is just going after the low hanging fruit to line their pockets with some cash.
I'll keep making my weekly trips to pick up my customers product with my 15-year-old truck until I see them making a serious effort to get all the single truck operators shut down.
I'm not too worried about getting pinched from the smog police.

Blue ribbon trucking has a shop right by mine here in Phoenix, they have 19 trucks and our contractor for Sunkist.
One guy told me they are short 162 loads from this time last year and Have had to hall other products to keep their trucks busy

Maybe running pipe line for water from the north would work, perhaps from the Columbia river on the Oregon Washington border or some where in Canada or Alaska. I've heard tale of an abandoned canal built from the Colorado river through the desert to southern California, .. El Niño doesn't sound very promising yet to me

There are already pipelines in the ground from coast to coast,no need to put new ones in
