How do you quote???

OK, either we've had a change, or I've lost my mind. Or possibly both. Today I tried to use our quote

What did I do wrong?
Also, it appears that the FAQ page is gone.
How do I access the forum rules now?

Thanks, dog. The quote I was talking about though, was NOT from this forum. I used to quote parts of news articles all the time, just by typing in the appropriate codes for quote and unquote. But they apparently don't work that way anymore.
