Drivers involved in driveaway-towaway operations when the vehicle being driven is part of the shipment are also excepted from the ELD requirement. This exception only applies to a driveaway-towaway operation where the commercial motor vehicle being driven is the commodity. These drivers are required to maintain a paper/grid log and retain applicable supporting documents. (So- RV delivery is exempt).
FMCSA also included an exception to the ELD mandate for drivers operating commercial motor vehicles older than model year 2000 as identified by the vehicle identification number (VIN) on the vehicle. FMCSA found that pre-2000 model year vehicles may not allow the ELD to connect easily to the engine. (older trucks get an exception as well).
Drivers of these are required to maintain a paper/grid log and retain applicable supporting documents. (still have to do paper docs). -
This is from the law known as the FAST Act which has amended issues on the law. Please note the exclusion.
SEC. 5507. ELECTRONIC LOGGING DEVICE REQUIREMENTS.
Section 31137(b) of title 49, United States Code, is amended--
(1) in paragraph (1)(C) by striking `apply to' and inserting `except as provided in paragraph (3), apply to'; and
(2) by adding at the end the following:
`(3) EXCEPTION- A motor carrier, when transporting a motor home or recreation vehicle trailer within the definition of the term `driveaway-towaway operation' (as defined in section 390.5 of title 49, Code of Federal Regulations), may comply with the hours of service requirements by requiring each driver to use--
`(A) a paper record of duty status form; or
`(B) an electronic logging device.'.

The Fast Act is the law of the land, not a rule that you linked. If you go to the fmcsa website, you will see all of the ELD rules have been posted to the site.

What exceptions are allowed by the Electronic Logging Device (ELD) rule?
Drivers who are not required to keep records of duty status (RODS) are not required to use ELDs. In addition, the following drivers are not required to use ELDs, but must maintain paper logs when required:
- Drivers who keep RODS no more than 8 days during any 30-day period.
- Driveaway-towaway drivers (transporting an empty vehicle for sale, lease, or repair), provided that the vehicle driven is part of the shipment.
- Drivers of vehicles manufactured before model year 2000.

As far as the exemption for pre-2000 trucks goes it also depends on the motor carrier. Many have already made it policy that all trucks with electronic engines must have ELDs installed.

On page 90 of the Fast Act one can read the exceptions and also refer back to the exemptions in 395.1. I will sit back and see what the thoughts are and also maybe get a better understanding of the 14 hour driving with 10 hour rest being 26,000 pounds or less. -
Logging is required in all states when the vehicle is over 10k. The 26k issue is for the cdl.
However rv haulers still will need to log.
Driveaway-towaway operation means an operation in which an empty or unladen motor vehicle with one or more sets of wheels on the surface of the roadway is being transported
