Wow. That was a 20 m.p.h. curve, in which the flipped truck should've only been doing 10 m.p.h.

Any time you are changing lanes it is your responsibility to ensure that the lane you are changing into is clear. How does the driver changing lanes to the right have the right of way?

I use exits like this frequently in Chicago. I slow down to safely negotiate the clover leaf and to let the traffic on the right accelerate around me if any is there.

Most states(if not all of them)have laws regarding interstate traffic that clearly state that traffic merging off interstate highways onto exit ramps have legal right of way and that traffic merging onto interstate highways have to yield to said traffic. The issue is discussed in state"rules of the road" drivers manuals. I don't know about California but both Illinois and Massachusetts definitely have this rule cast in stone. And in Massachusetts they put yield signs on inbound entrance ramps.

Screw Right of way. 5his is about commonsense, you do not go into a clover leaf situation at that speed you need to be at a speed that will let you make what ever adjustment needed to merge and exit in a safe manor.
Again the truck that flipped, signal or not was traveling to fast for the situation

The truck that layed over was no-doubt wanting to slow down, until the incoming truck appeared out of nowhere and caused the incident driver to have an unwanted change of plans. Crap happens, crap happened. We're all going to end up on both sides of this identical situation with identical timing if we do the job long enough. Just remember this thread when you arrive at that point and see if you have the reaction some go you claim you're supposed to have, in either position

The truck that flipped should have been hard on the brakes and let traffic clear before trying to make that exit, or continued on to the next exit. The trucker who stopped could do nothing other than what he did, he had far less time to make an adjustment and there is no way he could have seen a signal in such a brief time, compared to the poor guy who flopped. The trucker who flopped at least had a little more time to assess the situation being that he should have seen the merging truck first.

True, he was going too fast for the ramp, but at the same time he also technically had legal right of way, and I'm sure DOT will look into that when they investigate.

how the heck does he "technically" have a legal right of way?

please explain that, as to me, he was in the left lane, cutting over to take the exit. what do most recommend when you miss an exit?

    take another one?

Look in the Rules Of The Road manual-found at any CA DMV.
