I'm assuming it means you can move the rear axles, but I might be completely off.

Could be a fixed or movable axle.
All it means is the trailer axles meet California bridge law settings.

Usually. It's hilarious what CT and CA have done when you think about it.

Buy a 48 ft step. Lighter, and no bridge law issues anywhere.

You are right Rank its 41 ft from kp to center of rear axle which is funny when you think about it 48 ft trailers axles are back farther then a 50 or 53 for comiefornia legal settings and if they would let you run a 53 ft trailer axle in same spots as a 48 we wounldnt have no issue at trying to scale weights in comiefornia. This is what you get when idiots make laws for trucking and have no idea how trucking works.

Yeah hilarious that's what I meant earlier. After a while you just stop looking for the logic and laugh. Kind of like calculus

I have recently seen a 53' step deck with both axles set closer to kingpin. This way it is (probably) CA and CT legal but the issue would be how to distribute the load bearing in mind that 6-10' of trailer is "hanging" on the back.
