Having grown up 10 miles south of Conneaut OH, I can confirm.
Ran sanitation in Ashtabula county between August '13- august '14, ya know? Just long enough to get hit with one of the coldest winters on record for the US, not to mention -40/50 without wind chill for several days at a time, for several weeks.
It was always cold up there, but sweet baby Jesus last winter was brutal. This one is nice an mild, no complaints...then again...I'm back OTR.
BTW OP, spring for some good DENIM insulated gear. There's a few guys on here that will call me a liar, ignorant and a whole list of unsavory things but having grown up on a dairy, and having worked all my life out of doors, and especially on sanitation and now flatbed you want insulated denim.
Yes, it will absorb moisture, yes it is heavy, but more importantly with a good synthetic base layer, with some good wool ontop of that shielded by heavy denim that's well fit and insulated you're invulnerable to all inclement weather. I ran a heavy duty carhart jacket, and carhart bibs through half a dozen ice storms last winter...picked up a lot of water, stayed very warm and more importantly was able to move around throughout the day without worrying about ripping up one of these synthetic shells they call a "skiing jacket."
It's very worth mentioning that I had to depend on this clothing combination to keep me warm, dry and ventilated for 9-14 hour shifts at a time with no break.
