CDL Permit

I understand that you have to have a CDL permit before you can get in the cab and actually learn to drive, but from all the info I've read it says that you must meet all qualifications and pass all tests as those required from someone getting the actual CDL.

Does that mean you have to do the skills test to get the permit or just pass the knowledge test only? Doesn't make sense to have to pass the skills part for the permit if the tests for the permit and the actual CDL are the same.

Could someone please provide some clarification?

You just have to pass the general knowledge/air brakes/ and combination test to get a permit no driving involved till so try the skills test for the real thing.
